An institution needs an information system in managing and providing complete and complete information. However, there are several institutions that have several independent information systems, even under the same institution. To manage and provide information that is robust and complete, companies need a framework before building an information system. This study presents two frameworks, namely TOGAF and COBIT. The two frameworks will be compared in the implementation of scale-out information systems at XYZ institutions. Scale out is a framework for enlarging information systems by combining several existing information systems. This research builds an information system framework to be combined from several information systems that are still separated into one in the same institution. From the comparison of two frameworks, the TOGAF framework is very appropriate in implementing scale out information systems at XYZ institutions. This study contributes to a scale out method for institutions that have information systems that are still fragmented.
